Kevin F. O’Toole has served as the Executive Director of the Pennsylvania Gaming Control Board (“PGCB”) since 2009. In his role with the PGCB, Mr. O’Toole is responsible for the direction, execution and coordination of all activities related to the regulation of gaming by the 300 employee agency. During his tenure, Mr. O’Toole has worked to refine the operations of the PGCB to assure that it is fulfilling its mission while providing strict but fair oversight. In addition, Kevin and his staff are working toward implementing the 2017 legislation that amended Pennsylvania’s Gaming Act to add new gambling initiatives, including interactive gaming, VGTs at truck stops, and Fantasy Sports Contests.
Prior to joining the Pennsylvania Gaming Control Board, Kevin was the Executive Director of the Oneida Indian Nation Gaming Commission and was later appointed as a Commissioner. Kevin began his casino regulator career as a Deputy Attorney General with the New Jersey Division of Gaming Enforcement. Kevin is a graduate of the Wharton School of Finance and Commerce at the University of Pennsylvania and received his law degree from Rutgers University School of Law – Camden.
