Richard A. LaBrie, Ed.D., is the associate director for research and data analysis at the Division on Addictions, Cambridge Health Alliance, and a member of the Harvard Medical School faculty. Mr. Lazarus received his law degree from McGill University in Montreal, Quebec, Canada, in 1965, was admitted to the Quebec Bar of the Province of Quebec on January 16th, 1967, and founded the law firm of LAZARUS, CHARBONNEAU, where he has practiced law since 1967. He is a Governor of the Bar of the Province of Quebec. He has been a practicing gaming Attorney and has acted as legal counsel to approximately twenty (20) casino properties and gaming companies located in Canada, Aruba, Puerto Rico, Bahamas, Atlantic City, New Jersey and Las Vegas, Nevada. Mr. Lazarus is the only Canadian gaming lawyer who has been appointed a member of the Board of Trustees of the International Association of Gaming Attorneys ("I.A.G.A."), based in Las Vegas, Nevada, since September of 1993, was named "General Counsel" of IAGA in November, 2001, and President of "IAGA" in 2004 – 2005. Robin Le Prevost, a seasoned Business Development Manager was born and bred in Guernsey one of the British Channel Islands. Having spent a significant part of his early working life living and working in both the UK and France, Robin returned to the Channel Islands to work in the booming finance industry. Michael Lipton established the firm of Elkind & Lipton LLP in 1970 where he is Senior Partner and Chair of the firm’s Gaming Law Practice Group. He has served as senior counsel on several gaming law matters including advising on Requests for Proposals from government to operate commercial and charitable casinos and advising applicants who seek registration with the various Gaming Commissions throughout Canada. Christine Reilly was appointed the first executive director of the Institute for Research on Pathological Gambling and Related Disorders at Harvard Medical School’s Division on Addictions in 2000. She administers the Institute’s research programs and coordinates educational activities such as the annual NCRG Conference on Gambling and Addiction and EMERGE (Executive, Management, and Employee Responsible Gaming Education). Linda J. Shorey has been a partner with Kirkpatrick & Lockhart Preston Gates Ellis LLP since 1997. Prior to joining K&L Gates in 1989, Shorey was the administrative law clerk to Judge Madeline Paladino of the Commonwealth Court of Pennsylvania, a mid-level appellate court that hears appeals and original jurisdiction matters involving state government. Her practice is focused on Internet gaming and state and federal constitutional law. With respect to Internet gaming, she advises clients on issues involving US federal and state law, including the position of the US Department of Justice as to the Wire Act and actions that the DOJ has taken with respect to Internet gambling and activities related to it. Shorey writes frequently on gaming topics that concern both bricks and mortar gambling, Indian gambling and Internet gaming, including, in the past year, two articles for the World Online Gaming Law Report and one for the Internet Gaming Law Review. In the past year months, Shorey has spoken at seminars in both the US and the UK on the US regulatory position on Internet gaming. For example, in October 2006, she and two other K&L Gates partners were the presenters at a briefing in London, co-sponsored by the World Online Gaming Report and K&L Gates, third party risk in connection with services provided to Internet gaming companies that accept or receive bets or wagers from US-based persons. Since the briefing was held a few days after the passage of the UIEGA, the presenters opened the briefing with a discussion of that legislation and its potential impact.
