1210 The Unstoppable Expansion of Gambling . . . and the Inevitable Backlash - An Analysis of the Modern Gambling Industry Hall 511

The world witnessed the proliferation of the gambling industry throughout the second half of the twentieth century, and societies consequently faced the corresponding social impact and legal and economic challenges. This expansion has accelerated greatly moving into the twenty-first century--a trend very much driven by the arrival of remote, interactive commerce and entertainment--and the challenges have become more complex. Yet, basic concepts, such as consumer protection, government intervention and economic impact, remain at the heart of these issues.

Internationally renowned scholar and online gambling expert Professor I. Nelson Rose takes a look at this phenomenon and offers his explanation for why we are facing the challenges we face today and how we got to this point. He will share his vast knowledge of the US legal landscape and relate how other parts of the world face very similar challenges. Professor Rose's insights should ultimately provide guidance toward expectations for the future and a better understanding of why the gambling industry is consistently under fire.

Roundtable: Roadmap to Regulation - Only a Matter of Time?
Even before the passing of the UIGEA, efforts on numerous fronts toward regulated I-gaming in the United States were well underway. Interactive race betting has taken place in the States since 1998; certain state lotteries are now offering Internet subscriptions; Nevada is moving forward with wireless gaming. And on the federal level, an AGA-backed proposal for a commission to examine regulated I-gaming is expected to resurface in the 110th Congress. Find out what the real prospects are for regulated online gambling in the United States.
